Estonian Refugee Council (ERC) implements livelihoods and economic recovery programming in Ukraine aimed at supporting conflict-affected populations in restoring and strengthening their income-generating capacities. This includes support for entrepreneurship, business development services, Cash for Livelihoods (CfL), vocational training, and access to mentorship and financial assistance to enable resilient micro and small businesses.
The Livelihoods Technical Assistant, based in Dnipro, plays a key role in coordinating the technical and operational components of ERC’s business support programming. This includes field coordination, beneficiary communication, mentorship tracking, liaison with service providers, and close cooperation with Finance and Logistics units to ensure effective grant disbursement. The position supports programme implementation and contributes to the accuracy, consistency, and quality of service delivery under the supervision of the Livelihoods Technical Officer.
- Support the implementation of ERC’s livelihoods and business support activities, in accordance with project plans, SOPs, and donor requirements.
- Track and update progress against programme targets, outputs, and deliverables related to business development, mentorship, and grants.
- Serve as a field-level focal point for coordinating mentorship support, including maintaining communication with mentors, collecting feedback, and overseeing the delivery of mentorship services.
- Liaise with contracted service providers and vendors to ensure timely delivery of services and troubleshoot issues as they arise.
- Support coordination and administration of post-mentorship business grants, including verifying eligibility, collecting required documentation, and preparing internal lists for grant distribution.
- Liaise with ERC’s Finance and Procurement teams to facilitate timely grant disbursement and service procurement in line with internal procedures.
- Participate in beneficiary communication, ensuring timely provision of programme information and responding to questions and complaints in a respectful and efficient manner.
- Arrange and coordinate field trips and registration or mentorship-related events, in collaboration with other programme and support teams.
- Support the accurate recording, verification, and storage of beneficiary data in accordance with data protection protocols.
- Coordinate with the MEAL team to support post-activity monitoring and contribute to continuous improvement of the programme.
- Contribute to the development and adaptation of tools and guidance related to business support implementation.
- Support the Livelihoods Officer in preparing internal reports and documentation for donor updates.
- Provide backstopping to the Livelihoods Technical Officer as needed to ensure operational continuity.
- University degree in Management, Economics, Business Administration, or another relevant field.
- At least 1–2 years of experience in livelihoods, business development, or grant programming with INGOs, local NGOs, or development actors.
- Familiarity with micro-business mentoring, small grants distribution, or entrepreneurship programming.
- Strong organisational skills and attention to detail, especially in verifying documentation and coordinating with multiple departments.
- Proficiency in Microsoft Office tools; experience with Excel-based tracking tools is essential.
- Experience working with Kobo Toolbox or other data collection platforms is an asset.
- Strong communication and teamwork skills.
- Fluency in Ukrainian and/or Russian required; working knowledge of English preferred.
