Description: 

The Estonian Refugee Council (ERC) is looking for an HR Officer to support the effective implementation of HR processes across the organisation. This role combines general HR operations with the management and engagement of a deployable expert roster (DigiCap), contributing to high-quality recruitment, onboarding, and personnel support across Head Office and Country Offices.

You will play a key role in ensuring consistency, quality, and compliance in HR practices, while providing hands-on support to hiring managers, staff, and external experts in a dynamic, multi-country environment.

Main tasks: 
  • Coordinate end-to-end recruitment processes for staff, consultants, and DigiCap experts, including outreach, screening, interviews, and candidate communication;
  • Build and maintain a pipeline of qualified DigiCap experts, ensuring proper tracking, segmentation, and documentation;
  • Act as a focal point for DigiCap roster members, managing communication, availability, and engagement;
  • Design and support community-building activities to maintain an active and motivated DigiCap roster;
  • Support onboarding and offboarding processes, including documentation, induction, and coordination with relevant teams both in the Head Office and in Country Offices;
  • Prepare and coordinate administrative and logistical aspects of DigiCap deployments, including documentation and timelines;
  • Provide day-to-day HR support across ERC, including responding to staff queries and supporting hiring managers;
  • Ensure consistency and quality of HR processes across Head Office and Country Offices, including basic monitoring and follow-ups;
  • Maintain HR records and track contracts, deadlines, and key personnel processes;
  • Contribute to the implementation of HR policies, internal communication, and continuous improvement of HR and roster processes.
Expectations towards the candidate: 
  • Bachelor’s degree in Human Resources, Business Administration, Social Sciences, or a related field;
  • Proven experience coordinating recruitment processes end-to-end;
  • Good understanding of HR practices, including recruitment, onboarding, and personnel administration;
  • Strong organisational and coordination skills, with attention to detail and ability to multitask;
  • Excellent communication and stakeholder management skills;
  • Ability to manage multiple tasks and priorities in a dynamic environment;
  • High level of integrity and ability to handle confidential information;
  • Proactive, reliable, and solution-oriented approach;
  • Fluency in English and Estonian (written and spoken);
  • Experience in NGOs, international organisations, or multi-country environments is an asset.
What we offer: 
  • Fixed-term contract for 12 months, with the possibility of extension. 
  • Gross salary up to 2500 EUR;
  • 32 annual leave days (calendar days, not work days);
