Description:
The aim of the Procurement Junior Officer is to ensure that the equipment, goods and services necessary for the work of the Estonian Refugee Council have been acquired in accordance with the conditions set by donors and partner organizations. Procurement Junior Officer maintains, implements, updates and follows Procurement Policy, if necessary, develops the procurement system and advises employees who carry out procurements.
The post-holder will ensure that the procurement system of ERC is in compliance with local legislations, HQ rules and donors’ requirements.
Main tasks:
- Analyzes the activities of Estonian Refugee Council and its compliance with the procurement guidelines
- Discusses requirements of donors and partner organizations and implements new rules in ERC.
- Requests for quotations from suppliers or verifies the quotations inquired by other employees where necessary.
- Develops the Procurement Policy, selects suppliers in compliance with the Procurement Policy and concludes contracts.
- Conducts public procurements if necessary.
- Ensures that purchasing operations comply with the Procurement Policy.
- Trains and advises employees on the Procurement Policy.
- Updates internal documentation and notifies staff about changes.
- Tracks procurement limits, warns parties and takes actions when limits are to be met.
- Administers and manages internal web (Siseveeb) regarding Procurement Policy.
- Prepares reporting for auditing.
- Other running and ad-hoc tasks related to procurement.
Expectations towards the candidate:
- Minimum of Bachelor’s Degree in a related field.
- Minimum of 5 years professional work experience with procurement
- Experience in planning and conducting public procurements is a plus.
- Good analytical skills and the ability to understand and make sense of the different stages of procurement processes.
- Proficiency in spoken and written English.
- Solid organizational skills: detail-oriented, ability to multitask, set priorities, meet deadlines and plan own work.
- Solid computer skills, including high proficiency in MS Office.
- Strong interpersonal and communication skills and the ability to work effectively in a multicultural environment.
