Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 22 years ago in Estonia and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Armenia, Jordan and Turkey) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. We are looking for HR Officer to join our international team!
Under the supervision of Head of support services the HR Officer position provides overall support to the Ukraine country programmes to help accomplish the mission of Estonian Refugee Council. They handle HR processes, procedures and documents in the Country Office in accordance with ERC’s HR policies and local legislations; recruit and onboard new staff members and ensure that all staff members are knowledgeable about ERC’s internal policies (esp. Code of Conduct and Whistleblowing and Grievance policy) and have proper Terms of Reference outlining their tasks. They ensure that the workspace is in line with occupational health and safety regulations and regularly checks in with staff to get to know their learning and development needs.
- Develop Terms of Reference (ToR) for vacancies and staff members in cooperation with relevant technical or programmatic teams, thereby ensuring that all staff members are knowledgeable about their tasks and responsibilities.
- Managing the recruitment process with assistance of an HR Associate
- Participate actively in updating the salary scale together with the Finance department and line manager.
- Ensure compliance of contracts and employment relations with relevant Ukrainian legislation.
- Administer payroll activities (vacation days, sick leaves etc) in cooperation with the accountant and HR Associate.
- Participate actively in drafting and proposing new policies, SOPs etc
- Ensure that new employees are onboarded, welcomed, and well-integrated
- Develop learning and development (L&D) plans and carry out performance appraisals for staff members, in close cooperation with the global Head of HR..
- Line management of office assistants and supervision of tasks related to organizing offices, workspaces (Guest houses), supplies ordering. Organize, with help from office assistants, team events and retreats
- Act as a focal point in regard to Code of Conduct and safeguarding (Health insurance) regulations at the workplace.
- Facilitate conflict resolution and provide guidance on employee relations issues to ensure a harmonious workplace
- Handle compassionate offboarding process for leaving employees.
- Support international staff in organizing necessary processes for their arrival, departure, and residency as necessary
- Minimum of Master’s degree or an equivalent experience in combination with a bachelor`s University degree in Management, Human Resources, Administration management or related field.
- Prior work experience of 3 years in a similar role, and familiarity with general personnel practices, admin/finance procedures, and coordination of office activities.
- Understanding of international humanitarian work
- Knowledge of Ukrainian labor law.
- Working level of English and fluency in Ukrainian.
- Ability to work independently and to organize and prioritize multiple tasks.
- Self-motivated with a strong commitment to teamwork and humanitarian principles.
