Estonian Refugee Council (ERC) is seeking an experienced and motivated Digital Projects Lead to drive the delivery of digital initiatives across its humanitarian programmes. This role will manage a portfolio of multi-country digital projects and partnerships, supporting the adoption of scalable, interoperable, and responsible digital solutions that enhance the effectiveness, accountability, and reach of humanitarian assistance. Working at the intersection of programme and technology, the Digital Projects Lead will play a key role in advancing ERC’s digital agenda and collaboration with external partners.

Ülesanded: 
  • Lead the end-to-end management of ERC's digital projects, from design and planning through implementation, monitoring, and learning.
  • Coordinate multi-country digital initiatives focused on cash assistance, interoperability, open-source platforms, and responsible data sharing.
  • Manage partnerships and external digital initiatives (e.g. DigiCap, HumX), ensuring effective collaboration and delivery.
  • Oversee onboarding and rollout of ERC digital platforms with external organisations, including readiness assessments and adoption support.
  • Track project performance, KPIs, budgets, and risks, and provide regular analysis and updates to senior management.
  • Ensure digital projects meet donor requirements and support proposal development, fundraising, and reporting.
  • Provide technical input on system design, tool selection, interoperability, and integration, with a focus on scalable and low-connectivity solutions.
  • Promote responsible digital practices, including data protection, ethical risk management, and secure data-sharing approaches.
  • Build capacity of staff and partners through training, guidance, and hands-on support in digital tools and approaches.
  • Represent ERC in inter-agency forums, technical working groups, and innovation networks, while building and maintaining strong, mutually beneficial partnerships with donors supporting digitalisation of humanitarian assistance, NGOs and UN agencies leading digital innovation, and private sector actors—particularly in the IT sector—to advance collaborative, scalable digital solutions.
Kandidaadilt eeldame: 
  • Master’s degree in Information Technology, Data Engineering, International Development, Digital Innovation, IT Project Management, Public Policy, or a related field.
  • Strong professional experience in digital programming, digital innovation, digital transformation, or digital project delivery in the humanitarian, development, public, or civic technology sectors.
  • Demonstrated experience coordinating complex digital projects across multiple countries, organisations, or contexts.
  • Strong knowledge of humanitarian assistance modalities and the wider digital ecosystem relevant to humanitarian response.
  • Technical proficiency in digital platforms, interoperability approaches, data flows, open standards, APIs, and system integration.
  • Practical understanding of onboarding, rollout, adoption, and user support processes for digital tools and platforms used by multiple organisations or stakeholder groups.
  • Solid understanding of data protection standards, including GDPR and comparable humanitarian data protection and data responsibility frameworks, with practical experience applying privacy and security measures in digital projects.
  • Experience working with or advising NGOs, UN agencies, donors, governments, or private sector actors on digital interventions.
  • Excellent communication, stakeholder management, facilitation, and capacity-building skills.
  • Strong ability to translate technical concepts into practical recommendations and partnership approaches for non-technical audiences.
  • Commitment to ethical, inclusive, and accountable digital transformation.
  • Willingness to travel as required.
  • Strong commitment to the mission and values of the Estonian Refugee Council.
  • Ability to create and maintain a productive and safe working environment in line with ERC Code of Conduct.
