Description: 

The Cash Officer supports the implementation and quality delivery of ERC's cash-based emergency response programming in Ukraine. Working under the direct supervision of the Cash Technical Lead, the role provides day-to-day technical and operational support to field teams, contributes to programme monitoring and learning, and supports coordination, reporting, and compliance with inter-agency and donor requirements.

The position focuses on the practical application of cash-based programming tools, SOPs, and systems, supporting programme implementation, beneficiary data management, and coordination processes, while contributing to continuous programme improvement and adherence to ERC's technical standards and strategic objectives.

Main tasks: 

Programme Implementation & Technical Support

  • Under the supervision of the Cash Technical Lead, support the implementation of ERC’s cash-based emergency response activities in Ukraine.
  • Provide day-to-day technical and operational support to field teams in the delivery of cash-based interventions, ensuring adherence to approved SOPs, tools, and donor requirements.
  • Support programme design processes through contributions to SOPs, needs assessments, market assessments, and contextual analysis, in coordination with relevant programme teams.
  • Assist in the application of cash-related technical tools and guidance, flagging gaps or challenges.
  • Support integration of cash activities into multi-sectoral programming, particularly with Economic Recovery and Protection teams, as relevant.
  • Identify and escalate technical implementation issues from the field, contributing to troubleshooting and follow-up actions.

Monitoring, Data & Programme Quality

  • Conduct beneficiary deduplication in line with Cash Working Group and relevant Cluster-endorsed mechanisms, and compile and report monthly achieved targets to relevant coordination bodies and donors.
  • Support the MEAL team in the design and implementation of monitoring tools and processes for cash-based interventions.
  • Assist with data validation and analysis related to cash programming performance and outputs.
  • Contribute to learning and programme quality improvements by documenting implementation challenges, lessons learned, and good practices.
  • Support internal capacity strengthening efforts by assisting with the rollout of trainings, briefings, and technical refreshers on cash-based programming.
  • Provide hands-on technical support and coaching to field staff on the application of SOPs, tools, and systems, as delegated by the Cash Technical Lead.
  • Ensure accurate and timely programme documentation, including activity records and supporting evidence.

Coordination & External Engagement

  • Participate in relevant cash and sector coordination meetings, technical working groups, or task teams, consortia meetings, as delegated by the Cash Technical Lead.
  • Support engagement with implementing partners and service providers on operational and technical cash-related issues.
  • Assist with information sharing and coordination related to cash programming activities, ensuring alignment with agreed inter-agency standards.

Reporting, Proposals & Operational Support

  • Provide technical and operational inputs for donor reports, including activity updates, outputs, and implementation challenges.
  • Support proposal development processes by contributing background information, activity descriptions, and technical inputs as requested.
  • Assist in tracking action points and follow-up related to donor requirements, audits, or technical feedback.
  • Support the use of ERC’s digital tools and systems related to cash programming and contribute to continuous operational improvements.
Expectations towards the candidate: 
  • University degree in a relevant field such as humanitarian studies, social sciences, economics, development studies, or project management.
  • Minimum of two years of relevant professional experience in humanitarian or development contexts (e.g. NGOs, civil society, community-based programmes), including at least one year of hands-on experience supporting humanitarian cash-based assistance.
  • Working knowledge of cash-based programming approaches, or a demonstrated ability to rapidly learn and apply cash-specific tools, systems, and inter-agency processes (including coordination and data-sharing mechanisms).
  • Demonstrated understanding of core project cycle management principles and basic programme quality and accountability standards, with the ability to apply them in operational settings.
  • Strong written and verbal communication skills, including the ability to contribute to technical documentation, donor reporting, and basic data analysis.
  • Ability to work collaboratively with technical and programme teams and to follow guidance under supervision while managing multiple tasks effectively.
  • Languages: fluency in Ukrainian and professional working proficiency in English.
