Description: 

The Estonian Refugee Council (ERC) implements cash-based emergency response programmes in Ukraine, supporting war-affected individuals and households in frontline and hard-to-reach areas to meet their basic and specific needs with dignity and flexibility.
The Cash Technical Lead provides expert technical leadership for ERC's cash-based emergency response projects in Ukraine, focusing on MPCA and Winterisation and supporting LH, protection and other relevant programmes to improve the quality of the cash modalities. Based in-country, the post-holder leads the development and regular review of technical guidelines, SOPs, and tools to ensure that ERC’s programmes reflect best practices and are tailored to the Ukrainian context. Working closely with the Programme Coordinator in-country, Cash Technical Advisor at the Head Office, and other staff, the Cash Technical Lead ensures the delivery of high-quality, accountable, and impactful cash-based interventions through needs assessments and response design. The role also plays an active part is capacity building, supporting the design of project proposals and budgets related to cash-based assistance.
In addition to internal coordination, the Cash Technical Lead represents ERC in relevant technical and coordination forums, maintains strong relationships with implementing partners, donors and technical working groups, and seeks opportunities to strengthen ERC’s partnerships and influence in the humanitarian cash space. The post-holder also provides mentoring and technical support to field teams, helping to build capacity and ensure consistency and quality across interventions.

 

Main tasks: 

Technical Leadership, Programme Design & Quality

  • Under the line management of the Head of Programmes provide in-country technical leadership for ERC’s cash-based Emergency Response Programme in Ukraine.
  • Work closely with the Cash Technical Advisor at ERC’s Head Office to ensure consistency in technical approaches, alignment with ERC’s strategy, global standards, donor requirements, and cross-country learning.
  • Collaborate with and support other programmes, including Economic Recovery and Protection teams, in the design of cash-based interventions based on needs assessments, market analysis, contextual relevance, and the priorities and recommendations of relevant clusters and working groups
  • Develop and regularly update technical tools, Standard Operating Procedures (SOPs), guidance notes, and training materials.
  • Ensure effective integration of activities into multi-sectoral programming where relevant.
  • Troubleshoot technical issues in coordination with field teams and the Head Office.
  • Collaborate with the MEAL team to develop indicators, tools, and mechanisms specific to cash-based interventions.
  • Contribute to analysis of monitoring data to inform programme improvements and adaptive programming.

Capacity Strengthening & Learning 

  • Under the supervision of the Head of Programmes identify capacity gaps and training needs related to cash-based activities among ERC staff and partners.
  • Collaborate with the Cash Technical Advisor to develop training materials and contribute to ERC’s broader capacity strengthening efforts.
  • Promote internal knowledge sharing and documentation of best practices within the organisation.

Strategic Engagement, Coordination & Partnerships

  • Represent ERC in relevant coordination bodies, including the Cash Working Group (CWG), technical task teams, sectoral and inter-agency technical forums, and the Collaborative Cash Delivery Network (CCD) in Ukraine.
  • Establish and maintain productive working relationships with implementing partners, local stakeholders, technical actors, and coordination structures.
  • Engage with stakeholders on data management and interoperability solutions across the response in Ukraine.
  • Support strategic positioning of ERC’s cash-based programming in Ukraine and contribute to policy discussions and technical groups as relevant.

Proposal Development, Reporting & Innovation

  • Contribute to the development of high-quality proposals and concept notes for cash-based emergency response projects, including budget and technical annexes, in 
  • Coordinate closely with the Head Office to ensure alignment with ERC’s technical standards and global objectives.
  • Provide technical inputs for donor reports, ensuring accurate reflection of programme achievement and learning.
  • Support donor engagement as needed, including technical presentations and participation in meetings.
  • Identify opportunities for innovation or adaptation of ERC’s programming to emerging needs and contexts, ensuring synergy with broader organisational priorities.
  • Promote the use of ERC’s digital tools and approaches and continuous programme improvement.
Expectations towards the candidate: 
  • Minimum of Master’s degree in a relevant field (e.g. humanitarian studies, international law, management) or equivalent field experience.
  • Minimum of 3 years of previous work experience in humanitarian organisations.
  • Demonstrated technical expertise in cash-based programme design, implementation, and evaluation.
  • Experience working with international donors and multilateral organisations.
  • Strong interpersonal skills: must be able to work collaboratively, have strategic thinking, manage professional relationships, provide and receive feedback constructively, be solution-oriented, meet and communicate deadlines effectively.
  • Advanced language skills in English; Fluency in Ukrainian is an asset.
  • Ability to professionally represent the organization at different cash related structures and contribute to developing different papers required by CWG and or CCD or relevant
  • Ability to deal with stressful situations and environments.
  • Ability to create and maintain a productive and safe working environment in line with ERC Code of Conduct and Internal Regulations.
