The Consultant, based in Amman or Al-Ramtha, Jordan, will support the operational functioning of the Estonian Refugee Council’s (ERC) activities in Jordan in maintaining the legal, administrative, and institutional continuity of its registered branch in Jordan during a period of reduced operational activities.
The Consultant is expected to work in full alignment with ERC internal policies, Jordanian laws and regulations, and relevant donor requirements. The role requires a high degree of integrity, reliability, operational awareness, and strong interpersonal skills. The Consultant will play a key role in maintaining ERC’s operational readiness in Jordan and ensuring efficient coordination between the Country Office, headquarters, and external stakeholders. The consultant will not implement programming activities, distribute assistance, or manage staff.
Tasks and responsibilities
Regulatory and legal continuity
- Ensure ERC’s Jordan branch remains compliant with national regulations governing INGOs and foreign entities.
- Submit required renewals, filings, notifications, or documentation to relevant ministries and regulatory bodies.
- Monitor regulatory updates and notify ERC of any changes affecting the branch’s legal obligations.
- Liaison with government entities when physical presence is required for signatures, inspections, meetings or verifications.
- Provide guidance to ERC on necessary steps to maintain legal standing during reduced operational activities.
Banking services
- Act as ERC’s in-country focal point for all required banking procedures and compliance checks.
- Attend bank appointments for document verification, annual KYC updates, signature procedures, or other required tasks as authorized by ERC.
- Deliver or collect physical documents from the bank on behalf of ERC.
- Communicate bank notifications, regulatory requirements, or needed follow-ups promptly to ERC’s Jordan Country Director.
- Ensure the Jordan bank account(s) remain active and compliant.
Administration and maintenance
- Maintain essential office compliance, such as lease renewals, basic utilities (if required), and minimal contracted services.
- Ensure proper storage and safekeeping of ERC documents, records, and assets located in Jordan.
- Coordinate small administrative tasks such as contract renewals, utilities payment, notarization, document delivery, or minimal procurement required solely for the continuity of the office.
- Maintain an updated archive (digital and/or scanned) of all documents submitted to authorities or banks.
Representation and liaison
- Represent ERC in matters requiring physical presence, including government meetings, banking visits, notary or legal offices, landlord or service provider meetings.
- Communicate outcomes clearly and promptly to ERC management
- Maintain positive and professional relationships with local institutions relevant to ERC’s continued legal presence.
Deliverables and work modality
Deliverables
- Monthly service acceptance form with hours worked and tasks performed.
- Quarterly report outlining tasks completed, meetings attended, documents created, key issues identified or upcoming deadlines.
- Timely handling of compliance deadlines and banking requirements.
- Open and timely communication with the Country Director to identify branch’s responsibilities and issues to be raised.
Work modality
- The Consultant will provide services on an hourly basis, invoicing ERC for actual hours worked.
- No minimum hours are guaranteed; tasks are performed on-demand at ERC Jordan Country Director request.
- The Consultant is responsible for their own taxes, social security, and any mandatory contributions required under Jordanian law.
- If based in Amman, the consultant will travel to Al-Ramtha when required
