Description:
The ERC’s Head of Finance is a member of the global management team and is responsible for leading on all financial management related issues. The post-holder will ensure that ERC has proper and well-developed financial processes, procedures and documentation in place, that ERC’s financial resources and budget are planned and managed effectively and transparently, that financial and/or annual reports to donors and to state institutions are put together and submitted on time, and that ERC’s finance team in Country Offices are effectively lead.
Main tasks:
Core finance management tasks (60% of working time):
- Ensure that accounting and financial management system is fully functional and financial transactions are effectively carried out.
- Ensure that financial reports are compiled according to the reporting deadlines and donor requirements.
- Support the relevant programme and technical teams during the grant proposal process with inputs regarding financial and budgetary needs.
- Track and update financial projections for project, programme, and general budgets.
- Maintain internal financial tracking system for all ERC projects, grants and other income sources.
- Manage staff effort allocations across projects and programmes.
- Serve as the key contact person for Country Office financial teams.
Management and development tasks (40% of working time):
- Lead the finance department and the staff members working therein.
- Develop ERC’s finance policies and procedures.
- Ensure ERC’s compliance with donor financial requirements and ERC’s legal obligations in relation to financial reporting in countries of operations.
- Periodically review the salary scale and compensation systems in cooperation with management and HR teams.
- Carry out selected financial management functions in Country Offices if they do not have designated finance staff.
- Provide input to other policy development and review processes with finance procedures in mind.
Expectations towards the candidate:
- Relocation to Estonia.
- Minimum of Master’s degree in a relevant field.
- Proven experience in handling financial tasks such as budgeting, forecasting, and financial analysis.
- Demonstrated ability to manage and interpret financial data to support decision-making.
- Ability to create detailed financial reports and present findings to stakeholders.
- Skilled in financial forecasting and budget planning.
- Proven ability to develop team members and foster a collaborative work environment.
- Strong communication skills with experience in coordinating with various departments.
- High-level language skills in English; language skills of languages of countries where ERC is working (such as Estonian, Ukrainian, Russian, Arabic) are an asset.
- High-level financial management and computer skills.
- High-level understanding of accounting and financial management laws.
- Ability to deal with stressful situations and environments.
- Ability to create and maintain a productive and safe working environment in line with ERC Code of Conduct.
