Estonian Refugee Council (ERC) is coordinating and carrying out livelihoods and economic recovery programming activities in Ukraine. ERC uses different livelihoods and economic recovery programming modalities in order to assist affected populations with restoring or improving their independent and sustainable livelihoods, such as carrying out entrepreneurship programmes and Cash for Work (CfW) programmes, or establishing social enterprises to create employment opportunities for displaced people.
The Livelihoods Officer, based in Dnipro, Ukraine, is responsible for managing and developing ERC’s livelihoods and economic recovery programmes carried out in Ukraine. The post-holder works to further develop ERC’s livelihoods programming, participates in the development of project proposals relevant to the programme in crisis-affected countries, coordinates and oversees the implementation of livelihoods programming activities, carry out monitoring and evaluation activities relevant to the programme, develops new and maintains existing partnerships relevant to the programme, and participates in the development of ERC’s entrepreneurship platform or other related tools.
- Carry out livelihoods programme activities in accordance with project proposals and programme SOPs.
- Communicate with and assist programme beneficiaries throughout the programme.
- Maintain a record of the implementation of programme activities under different projects.
- Participate in the development of and in maintaining suitable systems and tools to manage, collect, and safely store beneficiary information and other data related to the implementation of the programme activities.
- Participate in the development of suitable monitoring and evaluation methods and plans for the activities running under the programme in cooperation with the M&E team.
- Cooperate closely with and provide timely input to the communication team to ensure that activities taking place under the programme are clearly and effectively communicated internally and externally.
- Arrange and coordinate field visits and programme-related travel, including preparatory logistics and communication with relevant internal and external stakeholders.
- Establish and maintain communication with local authorities at the regional and municipal levels to ensure alignment and smooth implementation of field-level activities.
- Provide support to and, when necessary, backstop the Livelihoods Coordinator to ensure continuity of operations and decision-making.
- University degree in a relevant field (management, business administration, or similar) or equivalent working experience.
- Prior experience with business development is an asset.
- High-level language skills in English and Ukrainian and/or Russian.
- Strong interpersonal skills: must be able to work collaboratively, manage professional relationships, manage in multicultural settings, provide and receive feedback constructively, be solution-oriented, meet and communicate deadlines effectively
