Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 22 years ago in Estonia and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Armenia, Jordan and Turkey) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. We are looking for MPCA Officer to join our international team!
The MPCA Officer will contribute to the development of ERC Ukraine Cash Programme and manage the use, maintenance and technical support of databases used in deduplication, referral, and reporting processes. The position holder will ensure effective, transparent and accountable programme support to cash assistance activities in Ukraine, and work in close collaboration with various units in the ERC Country Office, UN agencies, NGOs, and local authorities.
- Provide inputs & contribute to the development of technical guidance when requested by the Cash Programme Coordinator and Cash Technical Lead.
- Manage the use, maintenance and technical support of databases used in deduplication, referral, and reporting processes, including data analysis and verifications.
- Support on-site registration activities and participate in regular field monitoring and evaluation visits with field staff and in close coordination with partners and donors.
- Represent ERC at coordination and technical meetings (CWG Task Teams, Shelter Cluster, Consortia TWS) focusing on deduplication, referral, and reporting.
- Ensure effective coordination with project staff & other units within & outside the organisation, implementing partners, sectors & other relevant parties.
- Support the design of the cash programme guidelines and procedures, including SOPs.
- Consolidate daily updates on programme implementation and other key issues.
- Draft accurate and evidence-based reports on ERC’s operations and performance.
- Assess project performance including utilisation of resources and achievement of planned targets.
- University degree in a relevant field (e.g. humanitarian studies, project management, social sciences).
- minimum two years of relevant work experience - preferably in humanitarian context, social work, community development, NGOs or civil society - of which at least one year is in humanitarian cash-based programming.
- Has general knowledge of project management best practices, techniques and processes with some understanding of the basic theoretical background.
- Strong written and oral communication skills, including analysis and report writing skills.
- Knowledge of, or the ability to quickly assimilate specific processes and systems related to cash programming.
- Languages required: Ukrainian, English.
