Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 22 years ago in Estonia and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Armenia, Jordan and Turkey) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. We are looking for Security Officer to join our international team!
The Security Officer is the primary focal point for the Estonian Refugee Council, based in Kyiv, for ensuring the mission has the tools, training and analysis to carry out work safely in a high-risk environment. They should take a leading role, together with the country director for promoting a culture of safety and security within the organization. Additional to this, they should oversee logistics and safe field movements within the country.
- People management: Security Officer will line manage fleet/drivers and is responsible for all people management related tasks (workplans, performance etc)
- Budget execution: Security Officer is responsible for monitoring, planning, and approving costs related to safety and security as well as fleet and fuel.
- Capacity building: Security Officer is responsible for ensuring that staff receive regular and relevant safety and security training. This may include for example, organizing BLS, HEAT or other relevant trainings for staff, as well as ensuring that staff are made aware of ERCs safety and security and movement protocols.
- Property Safety: Security Officer will ensure that office(s), guest house(s), hotels, and other venues meet minimum safety requirements and any necessary modifications, improvements, stocking and signage is carried out.
- Representation: Represent the organization at national and local (as necessary) level INSO, CIMIC and other formal and informal security coordination groups, ensuring that relevant information is fed back to ERC leadership in a timely manner.
- Staff Movement and Fleet: Security Officer will manage the drivers, vehicles, fuel, log books and related tasks.
- Draft and update the Country Security Plan for Ukraine; review and recommend changes in ERC's global, regional and field security policies, plans and procedures.
- Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented.
- Ensure that all country staff are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats.
- Design and drill warning systems and emergency management protocols, emergency notification networks, and provisioning of emergency supplies for field personnel.
- Collect security related information from local and regional resources as it applies to
ERC project sites and communicate with leadership as appropriate. - Monitor the security preparedness of staff and work with staff members to ensure compliance with ERC security policies and SOPs.
- Audit communications equipment, security-management hardware and software applications, and facilitate communications-related assistance when necessary.
- Ensure induction security briefings are conducted to all arriving staff,
- Any other relevant tasks as required.
- Considerable practical experience of managing security in complex contexts and high-risk environments
- Bachelors degree or higher in relevant subject
- At least 5-years experience within security or another related field is essential (i.e. police / military, DSNS and/or with an IO or NGO)
- Excellent working knowledge of MS Excel, Word and PowerPoint is essential
- Very good self-organizational skills
- Excellent interpersonal and communication skills
- Language skills: advanced oral and spoken English, Ukrainian and Russian language skills are required.
