Description: 

Estonian Refugee Council (ERC) is carrying out humanitarian assistance programming in different countries which are hit by humanitarian crises or displacement of people. ERC uses primarily cash-based  modalities in order to assist affected populations  through livelihoods, WASH, shelter, multi-purpose and sector-specific cash, food security, and protection interventions.
Under the supervision of the Grants Management and Projects Coordinator, and in close coordination with the Country Office team, the Senior Partnership Officer will be responsible for leading consortium partners aligned with ERC’s localization strategy, supporting the capacity-building processes of local implementing partners, and contributing to ERC’s partners periodic reporting.

Main tasks: 

Partnership and Consortium Building

  • Setting up the consortium ground rules, Steering Committee (SC) and Technical Working Groups meetings (TWGs), and actively contributing to the establishment and strengthening of the UHF and ECHO-funded consortia under ERC as consortium lead.
  • Access the digital platform (sub-award tracking system) to ensure partners’ reports are uploaded, accurate, and up to date.
  • Support the implementation of the Capacity Development Plan with consortium partners, in coordination with the Grants Management and Projects Coordinator and the Donor and Partner Relations (DPR) Unit.
  • Deliver/organize training and coaching sessions to partners’ teams based on identified capacity gaps and needs based on the capacity assessment.
  • Provide timely updates to the DPR team on partner agreements, amendments, and related requirements.
  • Crosscheck and validate all payment transfer requests from consortium partners and follow up on payment loading and confirmation.
  • Support establishing a strong referral mechanism with the consortium and other stakeholders including, but not limited to, local authorities, other INGOs, NGOs and UN Agencies. 
  • Update the ERC partners’ portfolio on a regular basis, and support the CD, Grants Management and Projects Coordinator, and DPR unit in identifying new local partners and conducting the due diligence process.
  • Maintain and regularly update the consortium contact lists and coordinate meeting inputs
  • Act as a focal point on behalf of ERC, attending the Partnership WG and other relevant meetings.

Consortium Data Management

  • Ensure ERC program teams and consortium partners use tested and standardized data collection tools, in coordination with ERC MEAL staff.
  • Support staff and partners in data collection when needed, using ERC-approved applications to collect and analyze data.
  • Consolidate, validate, and document data collected by consortium partners, ensuring compliance with data protection and privacy standards.
  • In coordination with ERC’s MEAL team, support, maintain, and strengthen information and data management systems.
  • Manage the operational GoogleDrive documents and internal ERC platforms, ensuring they are always up to date and that partners are informed about any updates.
  • Coordinate, compile, review, and follow up on the Activity Tracker and tools mapping across consortium partners.
  • Support the MEAL team with information management planning and activities as needed.
  • Conduct field monitoring visits when required, attend any donor visits or Third Party Monitoring visits, and attend the Quality Benchmark visits with the MEAL team to offer advice on how to improve activities and ensure contractual obligations are met.
  • Lead the preparation of consortium-related program presentations for both external and internal use.
Expectations towards the candidate: 
  • University degree in a relevant field (project management, business administration, international disaster management, economics, etc.) and at least 2 years of equivalent working experience is strongly desired.
  • Technical working/consortium  experience with partnerships and ideally have experience in sectors/modalities of livelihoods, cash assistance, winterization, and protection, both directly and through the local partners. 
  • High-level language skills in English and Ukrainian.
  • Strong writing and reporting skills and familiarity with budgets. Knowledge of ECHO and OCHA UHF projects will be considered an asset.
  • Strong interpersonal skills: must be able to work independently, manage professional relationships, provide and receive feedback constructively, be solution-oriented, meet and communicate deadlines effectively.
  • Ability to deal with stressful situations and environments.
  • Ability to follow ERC’s Code of Conduct and other internal policies.
