The MEAL Manager, based in Estonia, is responsible for ensuring the quality and accountability of ERC’s programmes in Estonia and internationally. The post-holder provides strategic leadership in development of ERC’s internal systems meant for monitoring, evaluation, accountability, and learning. Oversees and leads the development and implementation of M&E plans of projects, leads and manages the MEAL team and ensures ERC’s accountability towards donors through data analysis and reporting. Ultimately, the post-holder will ensure that ERC’s programmes have sufficient and good quality evidence base to inform the direction and decision-making relevant to ERC’s work.
MEAL system design and development:
- Lead on the development and oversee the roll-out of an organizational monitoring, evaluation, accountability, and learning (MEAL) system, ensuring accountability to donors and beneficiaries.
- Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming.
- Build strong relationships with colleagues and provide support as required to ensure the MEAL system is understood and implemented by programme teams.
- Work closely with the programme teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability management and impact.
- Ensure that MEAL is an integral part of the programme design and features properly in proposal development.
- Develop and introduce new elements (systems, tools, processes) required under the MEAL system.
Staff management and development:
- Lead and manage the MEAL team, incl. M&E officers and AAP officers, to ensure that the MEAL system operates effectively.
- Co-lead the recruitment of appropriate MEAL staff in HQ and Country Offices in collaboration with HR.
- Support the MEAL team progress on specific projects, providing management oversight on progress and problem-solving in case of challenges.
- Define expectations, provide leadership and technical support as needed so that MEAL staff are able to perform their roles as required.
- Assess training and capacity building needs related to MEAL topics of the ERC staff and carry out or outsource training as needed.
Reporting and representation:
- Ensure that data brought together and findings from across programmes and countries to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization.
- Communicate top level learning, analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges.
- Ensure that the organization delivers on all internal and external M&E requirements in projects and programmes in a timely manner and with high quality information.
- Ensure that high quality analysis reports to illustrate ERC’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events.
- Represent ERC at relevant inter-NGO and government level meetings related to MEAL to enhance inter-agencies best practices sharing and learning.
- Higher education degree in a relevant field or equivalent working experience.
- Minimum of 3 years of demonstrated experience in quality management.
- Minimum of 3 years of demonstrated experience in leading and managing teams.
- Prior experience in the humanitarian or development field is an asset.
- High-level language skills in English and Estonian, knowledge of other languages is an asset.
- Excellent verbal and written communication skills.
