ERC is seeking an experienced, humanitarian support services expert to lead its growing support department. Specifically, this position will lead and manage the departments with a high regulatory compliance burden, namely finance and accounting, procurement, logistics/fleet, human resources, administration, legal and IT. Qualified candidate will have multiple years’ experience managing one or more of these departments at an international NGO, fluency in both English and Ukrainian, and a working knowledge of Ukrainian codes and legislation. This is a key position within the mission with a high level of responsibility and authority; they will sit on the country management team and may be asked to cover the country director as needed.

People Management: oversee HR/Admin, IT, Finance, Procurement, Safety, and Logistics teams, including hiring, termination, leave planning, performance management, workplan development, staff well-being, and capacity development.

Operational and Budget Management: ensure accurate budgeting, spending, and salary planning. Authorize spending within set limits, facilitate the development and maintenance of a master budget and financial forecasting mechanisms, oversee procurement plans, and manage risks to prevent delays or overspending.

Systems and Compliance: develop policies and procedures, contribute to quality checks and procurement SoPs, ensure staff adherence to ERC Code of Conduct, strengthen accountability, and actively participate in ensuring ERC's internal resource planning platform (siseveeb) is functional, and properly used and understood by staff.

Partnerships and Security: regularly review and resolve partnership issues, support project implementation, ensure compliance with donor requirements, assess security risks, develop context-specific SOPs, and ensure teams follow ERC security protocols.

Leadership and Communication: serve as Acting Officer in Charge when needed, represent the organization professionally, ensure effective communication between country office, HQ, and program/support teams, and provide follow-up support for project implementation and risk mitigation.
- Minimum of 3 years of previous field experience in a humanitarian International NGO or international organization preferably in HR, procurement, grants or finance departments.
- Working knowledge of donor regulations, including BHA, ECHO, and UN.
- Working knowledge of Ukrainian accounting and labor codes and related legislation.
- Strong command of humanitarian principals.
- Minimum of 2 years of previous experience in a people management position, preferably line managing complex/multifunctional teams.
- Fluency in Ukrainian and Fluent to High-level language skills in English is mandatory.
- Ability to deal with stressful situations and environments.
- Minimum of Master’s degree in a relevant field or equivalent field experience.
