Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 22 years ago in Estonia and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Armenia, Jordan and Turkey) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. Our Mission is to stand for the rights and well-being of refugees and other vulnerable groups in Ukraine and abroad.

We are looking for Field and Security Coordinator to join our international team!

The Field and Security Coordinator  serves as the primary focal point for all safety and security matters related to the Estonian Refugee Council’s operations in Dnipro and Zaporizhzha, while also overseeing the administrative management of the Dnipro and security coordination roles in Kharkiv, Kyiv and Zaporizhzhia field offices. Based in Dnipro, the coordinator maintains regular communication with the ERC Country Office in Kyiv to report on regional security developments and contribute to the organization’s overall security management. In addition to security responsibilities, the role includes leadership of administrative functions, such as field office operations and fleet management.

Ülesanded: 

1. Safety and Security

  • Ensure that ERC’s properties in Dnipro and Zaporizhzhia, including offices, guesthouses, hotels, and other venues, meet minimum safety standards. Oversee necessary safety improvements, modifications, equipment stocking, and signage installation.
  • In coordination with the Field and Security Officer and Head of Support Services, develop, implement, and regularly update effective safety and security procedures for the field base, ensuring alignment with programmatic needs.
  • Conduct security induction briefings for all newly arrived staff and ensure ongoing staff awareness of safety protocols.
  • Support the development and maintenance of Hibernation, Relocation, and Evacuation (HRE) plans for the Dnipro and Zaporizhzhia regions.
  • Identify and regularly assess hotels and transport providers to ensure compliance with ERC safety standards.
  • Track and coordinate all ERC staff travel in the Dnipro and Zaporizhzhia region, ensuring alignment with security procedures.
  • Monitor traffic and security conditions via available sources (e.g., radio, news) and share updated route and travel information with staff and drivers.
  • Together with the Field and Security Officer and Head of Support Services draft and update the Country Security Plan for Ukraine; review and recommend changes in ERC's global, regional and field security policies, plans and procedures.
  • Audit communications equipment, security-management hardware and software applications, and facilitate communications-related assistance when necessary.
  • Ensure induction security briefings are conducted to all arriving staff
  • Security Oversight: Monitor the security situation in coordination with the Head of Support Services for the Kyiv Country Office, including leading staff alerts, coordinating trainings, and supporting contingency planning

2. Field Office and Logistics Support

  • In coordination with the Office Assistant, ensure that the Dnipro and Zaporizhzhia offices are adequately equipped with furniture, supplies, household goods, and stationary to support daily operations.
  • Maintain oversight of field logistics and support functions to enable smooth programme implementation.
  • Act as ERC’s field-level focal point for incident reporting, ensuring timely documentation, analysis, and feedback on all security incidents in Dnipro and Zaporizhzhia.

3. People Management and Representation

  • Acted as the focal point and coordinator for staff based in Dnipro and Zaporizhzhia, overseeing administrative tasks, attendance tracking, and ensuring compliance with security protocols and ERC policies related to their work.
  • Line manages the fleet and drivers in Dnipro and Zaporizhzhia and Field and Security Officer in Kharkiv, including setting work plans, conducting performance reviews, and addressing day-to-day people management tasks.
  • Lead and accompany programme teams during field trips, ensuring that all safety and security protocols are effectively implemented.
  • Motivate and manage field staff, contributing to staff structure design, recruitment processes, performance management, and staff welfare initiatives.
  • Represent ERC in national and local security coordination platforms, including INSO, CIMIC, and other formal/informal networks. Timely communicate relevant security updates to ERC leadership.
Kandidaadilt eeldame: 
  • Bachelor’s degree in a relevant field such as Logistic, Management of Organisation, Security Management, International Relations, Political Science, Emergency/Disaster Management, or a related discipline is required. 
  • At least 3-years experience in INGOs and NGOs within security, staff and office management  is essential (i.e. DSNS and/or with an  NGO)
  • Additional certifications in security risk management, humanitarian safety, or crisis response are highly desirable (e.g., HEAT, INSO, RedR, or equivalent).
  • Training in first aid, evacuation planning, or safety coordination is considered an asset. 
  • Excellent working knowledge of MS Excel, Word and PowerPoint is essential
  • Very good self-organizational skills
  • Excellent interpersonal and communication skills
  • Language skills: Ukrainian and Russian: native or bilingual proficiency; English: fluent
