The MEAL Officer, based in Dnipro, will support the design, development, and implementation of ERC’s monitoring, evaluation, accountability, and learning (MEAL) systems and tools across project activities in Ukraine. The role includes providing technical support to programme teams on data collection, analysis, and reporting, as well as ensuring the quality and consistency of MEAL processes. The MEAL Officer reports to the MEAL Manager.
Ülesanded:
- Plan and conduct monitoring and evaluation activities for ongoing projects (including baseline and end-line surveys, Post Distribution and Post Intervention Monitoring, mid-term and post-project evaluation etc.)
- Support the implementation of regular phone-based beneficiary satisfaction surveys and ensure timely dissemination of the findings.
- Support implementing partners in planning and carrying out monitoring activities in line with PAH MEAL standards, including guidance on monitoring tools, data collection procedures, and reporting requirements.
- Support in developing and establishing ERC’s humanitarian accountability mechanisms including the improvement of the Complaint Response Mechanism (CRM).
- Contribute to MEAL framework development and update.
- Participate in regular field trips to remote areas.
- Report on issues and challenges to the MEAL Manager.
- Support in needs assessments studies; assist in designing ToR, tools, and research
- Support the review and improvement of MEAL tools, methodologies, and field data collection practices in coordination with the MEAL Coordinator.
- Promote understanding and use of MEAL approaches among ERC staff and implementing partners, including through informal guidance and training where needed.
- Support implementation of MEAL SOPs, documentation standards, and data protection requirements.
- Digitalisation: Support ERC’s digital solutions agenda within the MEAL system, including the use of digital tools and providing support to staff.
- Provide input and feedback, and contribute to the introduction of new tools, systems, and processes as required to strengthen MEAL system functionality.
Kandidaadilt eeldame:
- Bachelor’s degree in a relevant field (e.g. humanitarian studies, project management, development studies, public administration, statistics, mathematics, etc.). A Master’s degree would be an asset.
- Minimum 2 years of MEAL work experience, preferably in a humanitarian context, social work, community development, NGOs, or civil society organizations.
- Experience of conducting various types of interviews.
- Experience in use of data collection and data analysis tools will be an asset.
- Software skills (Excel, PPT, Google sheets/forms, etc).
- Strong interpersonal and communication skills and the ability to work effectively in a multicultural environment.
- Fluency in Ukrainian language and professional working proficiency in English are required.
